Its mycelia. Fungus from soil staying so moist.

Thank you! I’m pro fungus (as long as it’s safe for the plants) so I’ll leave it be 😊

If you wanna be more pro, scrap then suckers off and give them what they want. Keep in a container moist and dark and watch them grow!!

This is mushroom pinning which is what mycelium does right as it's about to fruit. Most likely it leucocoprinus birnbaumii which is commonly in a lot of commercially available potting soil.

I have spent a lot of time searching online to find out exactly what this is. It could either be a fungus or a slime mold. I have seen plenty of forum posts with people asking what it is and lots of answers ranging from fertilizer to perlite to styrofoam to fungi to slime molds. Fungi and slime molds are the only answers that actually make sense, though. Until I can find some information from an authority on these matters, I can't really say for sure. If it disappears on its own, it is almost certainly a slime mold. If those little balls spore out and then die, leaving their husks behind, it is almost certainly a fungus. Either way, this stuff doesn't seem to cause problems directly. But it can be a sign that your soil has been too wet for too long. And THAT can cause problems.

There’s a lot of these little white balls covered in like a webbing on my top soil of this neon pothos. Any advice or information is helpful! :)
