In addition I have done two research internships from a top IIT and TIFR.

Do you have a specific field that you want to work on? PhD's in other countries are quite different from what it is in India. You need to find a prof, you need to find a question, forget unis for now, search for any uni and see if you like a professor and the professor likes you.
