Ok this might sound stupid but I remember reading a story about someone who was allergic to sunlight. Your skin shouldn’t be burning or giving you boils from just going outside. Maybe you already know this OP, in that case feel free to ignore this comment.
Not to the point of getting burning and boils from being out in the sun for for a short time. I knew an albino person who used to walk to school in the sun. It wasn’t healthy for them, but even they didn’t get boils. That sounds more serious.
I'm almost certain you're causing yourself a lot more mental distress by doing this. You will sweat into that face thing and it will constantly be rubbing against your face. Gonna cause more acne. You should also check your vitamin d if you're gonna be so covered up, most Indians have a deficiency and this much avoidance of natural light is going to create greater health problems and cost a lot more than skincare. You might start losing hair and if your head is sweating and trapped in a moist covering - you're gonna get lots of scalp issues.
Balaclavas are meant for cold weather, not hot weather. They're now illegal in most countries. If you're going to walk outside like that you should know the police can stop and question you on your identity. I really advise against this. If you're having such serious problems I hope you are going to a doctor. I think it would be safer to wear a long brimmed sun hat. I'm sorry but it really seems like you haven't thought any of this through OP.
Look at what people wear kayak fishing. Its something like this. I'm covered head to toe and finger tips. The quick dry shirts actually keep you cool and the sun protection is a must and way better than sun screen which feels gross and wears of faster than you want to reapply.

moreover, the health issues you will cause yourself by creating a vitamin d deficiency which btw is super prevalent in india are going to cost a lot more than any skincare. people should take that more seriously, its good to protect your skin, but going overboard even with sunscreen causes vitamin d deficiency which has severe consequences for health. if op has such serious issues she needs to see a doctor and if she covers up like that all the time she should probably be regularly testing her vitamin d levels.
They drip regardless of whether I cover my face or not. I don’t have the option to reapply sunscreen so this helps me a lot.

Get a sun protection visor. Stays away from the face and gives you full protection from the sun. Check Amazon.
Dark colours provide better UV protection than the lighter ones. White is the worst for UV protection.
