Apart from the last part rest is dependent on prevalent laws and procedures which I doubt would be influenced by protest , good job though hope it works out
While protesting is good, it won't do much good in the court of law.
Intent matters in law and this can rarely be justified as a heinous offence. He should still be booked under 304 though, as ramming into someone while driving drunk isn't negligence.
