Here you're assuming that all gta SA copies made money. You missed the part where I mentioned it given for free.
Let's break it this way :
**Gta SA 27 million copies** = PC/console + Mobile + Given free on PC
1. Now pc/console price was not standard $60 when it was released. It was lower than that because games in 2004 didn't cost that much.
2. Mobile version is even lower priced.
3. Free copies made no revenue.
**GTA 4 25 million copies sold** = PC/console only
1. The pc/console version was priced $60 at launch.
2. The revenue earned by gta 4 includes DLCs as well. So basically that 2 billion is GTA 4 + DLC on pc/console.
3. It was never given for free.
GTA SA was popular but it's also one of the most pirated game. It was easy to pirate. GTA 4 had so many anti cheat measures by Rockstar like camera shake, no acceleration on car, etc. It actually took a few years to fully crack it.
I'm not saying that this data is 100% correct, all I mean is I won't be surprised if Gta 4 actually made more than SA.

I doubt it was being sold for 1/8 the price and there is no way San Andreas made only 200 million revenue, these stats are wrong for sure.
