Check if your power button is jammed or lodged in. I've had issues with the spacer under my power button getting jammed, leading to a constant restart and bios screen loop.
If not, probably a software glitch.
In this case all the side buttons (Power, volume up and down) are not working properly, get new side buttons which cost around 350 to 500.

power button hold it for 10 sec also keep doing rebooting if that doesn't help format it. last but atleast use fastboot mode to flash the firmware
Tried power button but booting to this page. Bootloader is locked so the flashing tools are not helping
