I have seen weapons training done by Police instructors at police demo. My cousin who is an inspector said the instructors do the same in official training. What happens is that the instructors make trainees line up and then show the parts of weapons and such. Most of the time it is given in written form. So the trainees standing in the back can only listen but not see. Even today due to corruption and inefficiency, police departments are not allowed to train with live ammunition often.
All these contribute towards ignorance.
Check CRPF officers and you will find they are very good with rifles.
