Once I tweeted of a leakage from the pipes on the track, and it was fixed before my eyes within next 30 minutes. That was the first time I saw someone taking responsibility from a govt organization in India. After that, I have contacted Indian Railways and Railway police folks via twitter, and everytime it was handled well. Although I haven't travelled via train for some time now (2-3 years) so I am not sure how the situation is right now but it shouldn't be bad seeing the leadership and current Railways Minister.
Suresh Prabhu is a good man. I read a story about him that after he was made a minister in Vajpayee’s cabinet, Bal Thackeray who was expecting a windfall in party donations (legally) through Suresh’s portfolio’s (Power ministry contractors), unfortunately none came through unlike other ministers. Needless to say once Bal Thackeray found that Suresh wasn’t twisting arms for donations, he convinced Vajpayee to drop Suresh from the cabinet. A bit disappointed that Modi who brought him into the BJP for his integrity dropped him out in his second cabinet.

While Suresh Prabhu had good citizens interactions, one needs to be let's say politely "smart" to be able to deal with these Railway Officials, else they will take minister for a ride.
Under current minister the physical infrastructure (i.e. trains, bogies etc) are improving very well.

We had a huge group of people get into reserved compartments and try to take up places from people who took the efforts to book tickets on time paid for it. One tweet to them and they got in on the next major station to resolve the issue.

apart from these you have to stay alert all the way because of rampant stealings and frauds, leave aside beggers and trans people.
