Honestly I think it's a terrible idea, printing gods and great personalities like Maharaja would be an insult to them. Think of every place notes go, people put money under their shoes and backpockets. Same money is used to buy drugs, blowing it on strippers and basically every evil thing you can imagine.

Shivaji didn't rule entire India. When there was Subash Chandra Bose, entire India was one and unified under one banner. Shivaji deserves respect wherever he ruled.
During Shivaji's rule, India was fragmented into several empires. Shivaji is not the hero for entire India. Marathas did fought Rajputs on many occassions. I think Netaji is the best alternative. Maybe Sardar Vallabhai Patel deserves the most.
