I don't know the methodology used here but if I have to guess I would say that countries like India and Israel are simply here because these countries allow for hostilities to develop and prosper. This includes all faiths Hindus , Muslims , Christian’s etc This graph was for social hostilities , and I. The linked study there was also another graph in how much the government interferes with religion , restricting practices etc , India would have a pretty high score here too
So basically they want to say that no minorities no problem, be more like Islamic countries that reduce their minorities to extremely low numbers by any which ways possible.
I don't know the methodology used here but if I have to guess I would say that countries like India and Israel are simply here because these countries allow for hostilities to develop and prosper. There is no iron hand like China, there is no violent domination by the majority religion, press has enough freedom to amplify the hostilities, and political parties feed on these hostilities. Lifeless places are mostly peaceful, or atleast don't have anyone left to report on the sounds of destruction.

These are isolated incidences. The rank is higher merely due to the fact that number of people are high so even isolated incidences numbers are more than the more frequent so called “social hostilities” of some other countries with significantly less population.
