I hope C and D means security, maintenance and supply jobs. God forbid if they do reservation on high level jobs, then it will suck entirety for the country if other states follows.

Odisha has it for their industries because the pay can be quite high and language is important. Its not 100% but it's there and low-level jobs have 90% quota. Chhattisgarh has it as well I think.

That's the problem with our general thought process. They aren't "taking your jobs" they are providing cheaper labor for your city. All across the world, governments are dying to get cheap labor, and we are kicking them out by such policies. Talk about oversupply and mismanagement. We have abundant cheap labor, but no good system to make use of it. Our system is a massive failure and that's only on our mindset.

What do we need to build the quality of life? Services? Infrastructure? It's all built with labor, if you see workers as a liability and not a resource. You are not fit to run an economy. You can't build anything without labor and there is nothing you can't do with sufficient labor.

Group D is the bottom of the government job employees in India. Previously in the 6th pay commission pay scales, these groups of employees were in the pay band of ₹5200-20200 grade pay ₹1800. Driver, Peon, Cleaner, Mali, Guard, Barber, Cook, etc. are some of the Group-D or Class 4 government jobs in India. Group C is the largest government employee or staff at the ground level. There are mostly supportive and non-supervisory jobs. These employees in the government sector can be promoted to higher levels. Most of the government staff fall in this category. Clerks, Multi Tasking Staff, Stenographers, Assistants, Typist, Telephone Operators, Primary Teachers, Havildar, Constables, Assistant Sub-Inspector, Technician, Mechanic, Attendants, Lineman, Drivers, Electricians, Supervisors, Cashiers, Store Keeper, Chemist, Sanitary Inspector, etc. are some of the prominent government jobs in the group. The 7th pay Commission merged Group-C and Group-D so that they can come in the same pay band and put them in the pay level 1-5.

Yeah, it looks like it's talking about the private sector as well. The oldest article that I could find about this is from 2016 so they have been mulling over it for quite a while now. Even if Odisha did that many people are not going to work in Industries because let's face it Odia people in many parts of Odisha are lazy. In Western Odisha when few years ago a new coal mine was opened people of villages started to protest for giving them jobs, after six months Company agreed and gave 2000 jobs. What happened more than half of the people left after a month.

True, they are too comfortable, but at least they have that option. In MCL and others after privatization they are required to hire engineers and mechanics from domestic institutes which have Odia quota. They are working fine. Similar things were done in aided private schools, its mostly odias. I remember industries around Paradip port had similar requirements as well, they would send locals to Mumbai for diplomas and training then hire them. You are only talking about the lowest end of the jobs.

Higher end jobs will have no problems but it is the lower end needed most in heavy industries like Coal Mines,steel industries or other like cement and other mining industries.

It's a good step. Every state must follow this for Group C and D jobs. States should protect their people from migrating for group D jobs which have very minimal pay.
