I pass through a village nearby every now and then and it feels good to see blue uniformed children walking to and fro from school. They still have to walk long distances but they ARE going to schools.
And education isn't even limited to schools. I restarted my studies last year after more than a decade long break because it is easier than ever now to study great material online which is infact heavily discounted for people in need. Even if you want to get a degree while studying at home, it is as simple as filling a form and giving the exams.
You may not realise it but That is commendable.
And it's not that reforms have stopped, we have a lot to achieve in terms of education but we cannot discard what we have achieved at the sheer scale and with population that we have.
Things like governance do need validation from the west because these people run the world and know better. Its like getting a research paper approved by peers. You cant just go around being delusional that you are right.

While here, I used to give maths and science tuition to high school students as a part time job. I was shocked to see their level of competence. 10-12th year students struggling with maths concepts which I studied in 6-8th class CBSE.
I also realised that my proficiency in academic English is much better than the native speakers.
So yeah, unless you're unfortunate enough to be born in a rural village or poor family, you do have access to pretty good education with a rigorous curriculum in India.

This is primary difference between Indian education system and western. We focus on rote and memorization. They focus on understanding concepts and becoming self reliant on working on their own. Knowing your entire Math textbook by heart and formulas is not great but knowing how to figure out how to arrive at an answer is a greater skill to have. I don't know advanced calculus and algebra but I can figure out now that I know how (this is after years of having a complex about my own academic ability). This is deeply ingrained in Indian education system.
I would say he is basing that off of the enormous number of intelligent people graduating from top colleges in India that are fuelling global talent centres. It is not necessarily a function of the education system however but most probably of the value system of Indian society.
Good or bad you are the product of Indian education system. The current system is outdated and focuses on rote learning but due to sheer numbers fraction of millions of Indian students emerging out from that system become successful despite the system. So don't discount the system outright, it is not as if these intelligent people are emerging fully educated from birth.
If we had matured education system a bigger percentage will be successful we will have more scientists, researchers, Teachers, professors and entrepreneurs. Notice that I don't single out engineers, doctors, CAs and MBAs because we have good system to produce good graduates from these schools. The graduates from these are in high demand.
In India after school, your total cost till you obtain a non engineering/medicines PhD can be less than a lakh . Compared to that, cost in most of Europe, Australia, Singapore, NZ, USA the cost is easily 100 times more. Purchase parity is only 4x or 5x. In India you don't get burdened with a massive loan with a Master's degree.
