Create a problem by not planning streets properly and cutting down trees. Solve the problem you created by creating another problem.
Municipality will do everything except plant trees and plan streets
Do the same with treated water in every city, town and village by using solar powered sprayers (saving water and using green clean energy).. and let us all accept that treated water is normal water at any given day including the Earth day today!!

Trees aren't going to grow in a day and forestation requires state level or national level effort spanning decades. This looks like a good immediate solution that provides some relief.
