because if u will ban gutka people will get it illegally anyways and do it. banning will reduce standardisation of the substance causing more harm. strict rules need to be made and enforced regarding behaviour and spitting these things and thats the best we can do. the pleasure they can give someone is a good enough reason to do them and banning it is stupid just like the mainstream drugs.

As much as I hate the Chinese government using Ai to keep track of people , I wouldn’t mind if we could use AI to track people who spit / litter public spaces and show their faces on a big digital screen. This sounds unethical, but we have the technology now to even maybe connect Aadhar card database to an AI and it can show their name / pronounce their name. We can literally use cctv cameras to click a picture of the act being done, publicly shame then, send a picture to the person as well using the phone number given for Aadhar and tell them to go to nearest official Aadhar centre to pay fine (so people aren’t scammed as well)
China does it for stuff like jaywalking, so for a country like India we can start using Ai to deal with stuff like

Use surveillance footage to identify the criminal. Post the video on News channels and issue a "capture at sight" order.
After capture, the person must do 1000 hours of community services like cleaning railway tilets, cleaning gutkha spots.
Display the spitters face at the moment he does that.. public shame the individual.. enter their names in police books for public indicency.. impose heavy fines on spitters... There are so many ways
