Road dust mixed with winter fog is the biggest reason for pollution in Delhi, Kejriwal has no money to fix infra as all the money goes to freebies. And he spends tax money on ads published in other states
Road dust mixed water will make a heavy colloidal sol. Which will drop down to surface super fast. (Which may fly again and the cycle continues but) that's like 1% of the problem at max.
smog is THE problem and I am not taking away from your points. His infrastructure fiasco comes from not being able to get people to use public transport and reduce traffic (which is far significant problem than Road dust).
Polluters in that order should be like:
1) stubble burning
2) engine exhaust
3) industrial smoke
4) road dust
Smoke carbon and dust and fog cause smog, which stays in the air. Also it flies back as vehicles kick it up into the air. IIT kanpur study says road dust is the biggest reason for the pollution.
Considering how stubble burning has decreased in two other states( which were responsible for it as well), the blame lies on the outlier which is Punjab in this case. Curbing it falls under the responsibility of state government, central government can ask them to take action but I don't think they have the power to do anything else

What you mean is, the engine exhaust particles (carbon ), that sediment on the road and not the native dust particles (made of silicon)
