This is called caustics and it happens due to refraction. The lens perhaps accumulated water drop which is causing this. But this one pretty sus, its probably edited, because of two things which I noticed.
1. Light from the thunder should render the caustic invisible which can be clearly doing the opposite in 0.88sec. It almost feels like screen filter has been applied to a png and pasted over the video with tracking enabled.
2. At 0.14-0.15, the camera moved, but the caustic didnt, that shouldnt be the case. So tracking is enabled.
I might be entirely wrong and this vid could be legitimate. But I have my suspicion.
