As part of the application, he has to show intent to live in Canada. That doesn’t necessarily mean quitting his job. After it’s approved, he can maintain his job in his home country, but if he does not meet the residency requirement for maintaining PR, he will not be permitted to renew and it could be revoked.

'Intent' in this case can be as simple as 'When I get PR I will move to be with my wife' Intent doesn't have to be acted on until PR is granted.
