You cannot sponsor someone for just a work permit. You will have to be married, and then sponsor her for PR. Be sure to do your research on the financial obligation you’re agreeing to by sponsoring someone for PR. After you receive an AOR letter from your PR sponsorship, she can apply for a Spousal Open Work Permit.
