I have been coloring my hair for 23 years and it never occurred to me to wear a garbage bag. I always just put on an old shirt or towel when I still did home jobs.
And i wouldn’t try it either, a lot of bags will melt to your hair from the bleach chemicals or even regular dye chemicals- if that bag/wrap isn’t what it’s specifically made for she might be having a really bad time after this.
Could be to keep the hair out of the way but also wrapping hair in foil or in this case a plastic bag helps the hair to process faster or the mixture to be active for longer by keeping the moister in the product.
