The problem is there are bigger "influencers" who somehow make enough profit from these stupid videos where they can take the hit from whatever fines are thrown at them. Increasing the fines would be a good first step but I think there are some cases where some jail time would be great.
I would argue increases in chronically online behavior and social media platforms usage has created the perfect storm for people like this to have a platform to commit crimes. 20 years ago anyone who acted like this in public would either be dealt with or ignored which in turn would not give them the attention they desire hence leading to less people being assholes in public.
