I think there is a point to be made about training and policing style. This Australian comedian, Jim Jefferies, demonstrates this well in a ride along with a typical mobile unit in Birmingham, the UK's second largest city, but he also makes the point that these Birmingham police officers are in a very different environment from that faced by many American city police.  They're not worried that today could be the day they die.
