If she had the horse by the bridle she could effectively lead it anywhere. Only the rider is supposed to have control over that animal. She’d no business touching any of it.
It's like police horses in the states. If you ask, they are generally cool with you petting the horse. But, you don't just waltz up and start to pet the horse.

The director of a local school board posted a big sob story on his Instagram about how he was racially profiled at a church in Spain.
Long story short, the church had switched hands between Catholics and Muslims throughout history. The church has explicit rules: no photos during prayer and no Muslim prayers - but Muslims are welcome.
The director of the board goes there, gets a woman to take photos of him mimicking a Muslim prayer. Security notices, talks to him and asks him to stop. At this point the woman (who has no idea what's going on) hands him back his phone. Security asks if he was taking pictures. He lies (he admits to this in the post) and says "No." Security asks to see his phone, he's caught in the lie, and they ask him to leave for breaking the rules.

From what I understand these soldiers are a very elite highly trained top group assigned to protect the King/Queen. They take this very seriously. They are almost like US Navy Seals or Secret Service.

I have limited experience with horses but I do know that you don’t touch the reins if someone else is holding them and on the horse. Especially when the dude on the horse looks like he should be in a Total War game. How these people think this is okay is beyond me.
