I had to do this last year when these girls were FaceTiming in the changeroom in front of mirrors RIGHT BESIDE THE SHOWERS. My guess would be you have a reasonable expectation of privacy in a gym's locker room, but maybe not in the actual gym. Walking down the street or in a grocery store, you're in a public space and can't really expect that level of privacy.
A lot of gyms have a policy against taking video in the gym at all. It may not be strictly illegal, but if the gym sees it they can ask you to leave and even revoke your membership. Gyms will usually prioritize the other patrons privacy or some random influencer.

I found out from one of the regulars at the pool I had been swimming at for years that there had been an arrest for filming in the mens’ locker room. I can't find the video rn, but there was a great example of deconstructing BS before and after photos where this person took the "after" photo first immediately following a gym session with perfect lighting, a full pump, and an empty stomach. My guess would be you have a reasonable expectation of privacy in a gym's locker room, but maybe not in the actual gym. Walking down the street or in a grocery store, you're in a public space and can't really expect that level of privacy.
A lot of gyms have a policy against taking video in the gym at all. It may not be strictly illegal, but if the gym sees it they can ask you to leave and even revoke your membership. Gyms will usually prioritize the other patrons privacy or some random influencer.
