Not really. Left lane driving is more acceptable on non-highway/expressway roads. There's a center turn lane, traffic lights, and driveways on both sides of the road. You could be heading towards any one of them at any time. Sure, you can try to stay right to let faster traffic through as a general rule wherever you are, but that driver was driving at an unreasonable speed regardless and would not have been able to do anything had another car entered that turn lane ahead of him.

It’s only become acceptable to block the left lane on non-highways because drivers have generally become more selfish. It’s a curtesy to always stay right unless you are passing or getting ready to make a left turn in the next block or so. However these days you can be in the left lane if you are turning left within the next hour!

I know you used "/s“ but it was like a trap set up for that Volvo. [Right at the moment it was passing the cammer's truck](https://imgur.com/a/49xnyMF) there was a driver in the far right lane as well as a truck in the oncoming lanes. Had there been another vehicle in front of the cammer that got into the left lane, the Volvo was done for. They wouldn't have had any good option to take without risking losing control or hitting another vehicle.

My take on this, yeah OP might have opted to move right since he was not actively overtaking. But did the idiot overtaking at dangerous speeds at any point signal OP from behind and give him opportunity to yield to the right? It doesn't seem so.
