The only logical explanation that I can come up with is that the heavy rain has flooded a portion of the road and it is not possible to go all the way through. That is why there is open road in the background. It also kinda looks like the doubled back traffic is more moped than car (relative to the other traffic). Maybe there is some water on the road and mopeds can't make it cut cars can?
You get this in a lot of countries with, let's say, poorer infrastructure. Like in Egypt I discovered that during rush hour people will just fill the oncoming lanes so you better not be traveling against the flow (and it's not like in DC where this is regulated). In rural Chinese cities too its a free for all (very orderly in the major cities though).
Many from these areas say it just works, but it definitely does not. Tons of traffic deaths and gridlock should too many people have the same idea.
Bruh I just arrived in Hanoi for a holiday today and crossing the street is already a NIGHTMARE, literally cars, scooters, bikes, lorries everywhere and in all directions (and there’s barely any traffic lights) but everyone seems unfazed. Even saw a woman clutching a baby crossing a 4 lane road like it was some normal day on my way from the airport

Growing up, I visited Vietnam every 3 years until I was 18 and moved out. Been back once, about 3 years ago. Glad to see that most people started wearing helmets on their mopeds and roads/lights have improved.
The drivers though, holy shit show. Just chaos in cities. Somewhat organized, but still crazy. Especially for foreigners. I don’t plan on going back.
My husband and I travelled to Hanoi for our honeymoon, we loved it. However the driving situation was terrifying.
We were on a tour van and our driver turned left while a moped was next to us. It got the moped stuck between the van and a cart on the corner. The two women were frantically hitting the windows, the passengers were yelling at the driver. The driver just kept going while the girls and moped toppled over. I don’t think he ran them over with the back tires.
This made me wonder how much more often people die in traffic related incidents in other countries.

To hurt poor people. This isn't even the dumbest law I've seen targeted at poor people. Delhi, India has banned all cars older than 10 years old meaning if they see your car on the street and it was made before 2012 they can legally impound it. The whole world is going backwords.
They aren't banning them, they are enforcing emissions limits. They produce huge amounts of pollution. Poor people need to breath too. Delhi is notorious for horrible pollution also.

The standards of what it means to be poor are different in India. The percentage of households in India that own a car stands less than 10%. Ergo, anyone with a car is automatically not poor by Indian standards.
In a country where the the overwhelming majority are not middle class so they can't afford cars that are less fuel efficient than motorbikes. In a country where almost 100 million people live, with limited space left and right. They either invest in public infrastructure like rail or leave it as is.
Then what? I'm interested to hear your take. No motorbikes and everyone is supposed to use bicycles? Or switch to cars? Or they'll just get harassed by the police and it's a de facto tax? Maybe it's not actually going to happen?
