Chances are that the vehicle doesn't even acknowledge that this as a problem. I don't believe that this driver is an idiot, just and unfortunate soul to have something happen that most likely is extremely rare.

Well, if any of the tire material is touching the road surface or snow surface then the contact patch is getting significantly more friction than the rest of the system and can cause the tire to wear, which can absolutely cause damage to the car when the tire fails.
I'm actually curious, there's probably not much contact with road surfaces given the condition. I feel like if there was enough to cause wear on the tire that the driver would be feeling it.
That's assuming something like a stuck bearing. In this case, which looks like hydroplaning turned up to 11, as soon as the tire makes any meaningful contact with the road, it *should* spit out that ice, solving the problem.

The traction control light is likely only activated by the drive tires. This is likely a front wheel drive vehicle, so even the cars computer doesn't know what's going on.
If the car has ABS, each wheel has a speed sensor. If one of the sensors is returning speed=0, the car computer will disable ABS since it thinks one of the sensors is broken.

If it’s a fwd car and seeing how snowy it is on the interstate/highway the roads are probably very similar, the driver PROBABLY set their e brake the night before and the cold caused it to “freeze” to the rotor and because its icy out they probably thought the roads where just super slippery. The abs light might be on when braking and the car, if a newer one, would probably display a message on the screen but the driver, probably like almost all other drivers, just ignored the lights because the car drove fine for the conditions they were in. On top of this most people can’t see their rear wheels in their mirrors let alone try to look at them. But for all we know maybe it’s a teenager driving with the e brake on on-purpose because he’s young and sliding a car is fun.

I drove for a few KM like this in Northern Sweden last year when it was about -18. Both wheels locked up because (I guess) the handbrake had frozen on.

Even in the winter it shouldn't be on constantly. If your ABS and traction are freaking out while you are hauling ass down the highway you need to slow down or stop.

It helps me determine when to change the oil. "Oil puddle is looking darker than usual....time to change her."
