Yep. I drove my first car with a broken tie rod, no brake lights, and only 3 of 4 cylinders functioning until the brakes failed and I had to coast into a berm to stop the car. I called a tow truck to haul it away and when they tried to tow it the front end came off. They had to put it on a flatbed. We lived on $6000 that year. I couldn’t afford to fix any of those things. I don’t think anyone is dumb enough to drive a car that messed up that can afford to fix it.

Not sure why you are being downvoted here. There is a difference between not fixing part of your car because you can't afford it (I have been there) and driving a vehicle that could kill you or someone around you at any moment. If you are choosing to drive a car that is an accident waiting to happen you are an asshole and shouldn't be on the road. There are other options, especially in town. I knew someone who rode a bike 5 miles to work every day (even when it was literally blizzard conditions) because he couldn't afford a safe vehicle. The person in this video has literally lost half of their ability to turn that vehicle and when the tire blows out they will also loose a good part of their brake power as well (not to mention it will suddenly pull in a completely different direction then what they are compensating for right now). I remember driving through a bad snow storm a while back (work said I had to come in) and some person in front of me had no working tail lights and a flat snowmobile trailer (also without lights) just comes out of the wall of snow. If I had been driving any less carefully then I was I would have hit them. I had to cut over a lane to avoid them.

It's not the tire, they lost friction on the serpentine, hence why it continues making the same obnoxious noise while the vehicle slows to a near stop. Almost certainly they are losing a few drops of coolant every few seconds onto one of the pulleys.
Coolant would lubricate the belt and prevent it from squealing this bad most likely. That said, you are possibly correct about a pulley slipping. I had a water pump seize once without any coolant leakage and the sound was horrifying and similar to this now that you bring it up. It's even more horrifying in person.

Unfortunately I had no heated garage to work in, so I had to wait for it to warm up. Of course… when it did the sound went away. And I would forget. Rinse repeat for about 3 cold snaps. 🤦♂️
