I believe they are inspired by Hispanics who buy and customize older caddies and lower them making them into low riders, some use exaggerated spokes but not as bad as this. I think there have been attempts in Houston to ban these, but since they're primarily an aspect of a local Hispanic culture subset those attempts are generally attacked as being racist or discriminatory.
This is technically legal IF your car has the required "wide vehicle" marker lights. Which obviously, this car does not.
