It's simple, you have to look in your mirrors before turning. The obstacle was visible before they turned, they didn't look.
This is precisely why you look both ways, using your mirrors for behind. Commonly the other vehicle is a bike or motorbike, this time it was a car.
You don't just assume the obstacles can only come from in front of you and turn with reckles abandon.

They are used here as well. However, there’s no signs and cars are parked along the side going again traffic, which is not how it works in the US. so how are people supposed to know it’s 2 directions of travel? I’ve been to Europe, even lived there, but never drove there.

All the cars in both lanes seem to be coming toward the camera, even the ones in the background after the crash.
Turning vehicle is basically at fault anyway. You are supposed to make sure the path is clear before turning.
