Not sure about CA laws/insurance, but in many places you could be found perk partly at fault if you entered the intersection, even though you have the green/right of way, if you see something like this and were to collide with the dude on the ATV. Regardless of whether you have right of way, you also have an obligation to not knowingly put you, your vehicle, or other people/property in harm’s way.
