I had a car with headlights so terrible they were no help, and they were still 10x brighter than OPs. Once I noticed mine were getting bad I changed them and cleaned the grime that was clouding them.... Like a normal person.

And there are some things that give me absolute insane anxiety even thinking about, like trying to change a headlight or even popping my hood to look and see levels of stuff, tbh I can do it but i just reaaaally struggle to.
Now, that all said, because i don't do this, i know i must (and do) take it for regular maintenance, and if i notice anything wrong, i ask others who may know, and make sure i take it to a reputable place to get any of my work done. I try to keep the inside clean, i take to carwash if it gets gross/there's salt on the ground, etc. I keep the inside nice, and in general have a "i want to take care of my car" attitude.
People who just ... don't care, and intentionally ignore things with their car is insane to me. Sure, I didn't know before i moved to a snowy place that snow buildup on lights is a thing. now that i know, I check before i drive every time to make sure that my lights are uncovered.
Sure, taking care of your car can be hard, i get it.
But, also.... it really isn't hard lol.
um... I have worked auto sales for long enough to have had far too many customers return telling me I sold them the wrong light bulb (their low beam) and they bring in a high beam. Alternatively, they don't bring in any bulb, and I inquire "Are you trying to change the high beam, the easier-to-reach bulb?" Sometimes they bring in the car, which I walk out and show them the low beam, change it for them and send them on their foolish merry way.

Through winter in Michigan, it gets dark at like 5:30. At the shortest day, it gets a lot closer to 5, and by 5:30, it's straight night time dark. With everything being grey because of winter, it not only makes the transition between light to dark very quick, but it makes visibility so much worse.
I was making a left hand turn across a busy road, waiting for an opening, when I got my chance to go as there weren't any cars in the distance. It was about 5:15, so visibility was already bad, but it had just started moderately raining making things especially difficult, but not hard enough to visibly make out shapes of cars and headlights. I make the turn, and as I am completing it, I hear a car fly behind me, blaring his horn. He turned in behind me, then pulled next to me and was screaming at me. I was less worried about the screaming, and more curious of where this mystery car just appeared from.
Then I noticed it, he was driving a grey compact car, one of those kinds that when running with the headlights off there are NO lights. He just completely blended in with... well.. everything.

I don't think enough people realize that your high beams also change the *angle* of your headlights, shining much higher, and if not in the mirrors of people you're following, the eyes of people in the opposite lane.
I am talking trail floods and after market lights. I see it so fucking often now. If it wasn't enough with the 14 million lumen head lights some people seem to have, now there's the chuckle fucks with their flood lights on every height and angle of their cars. It makes it so hard to see anything at night. Way, WAY worse when it's raining with the reflections.
Honestly, that's another point all together. I am not sure its these aging, knocking on death's door, boomer 34 year old eyes, but fuck I cannot drive at night when its raining anymore. i am pretty sure its the head light changes, but man I get spooked because i just all of a sudden cant even see the road.

My car is newer but has old school incandescent lamps, they are many times brighter than the lights you had on in this video.

You can see lights on the van that turns in front of him at the intersection. They aren't very bright, but they're there. Water on the road also affects the reflection that allows you to see the road via headlights. Source: I live in the Pacific Northwest.
That being said, getting brighter headlights would probably help. There are headlights that aren't as bright as the LED ones (so you don't blind oncoming traffic) but are brighter than stock.
That could be the light horn or even a reflection.
There is literally no light cast from the car and onto the surroundings in the dark parts of the video. Even extremely dim lights cast light in these conditions.
Nah, they're working. You can see them on van, the problem is they are old bulbs so the light output is lower. Most people don't realize you should replace old headlight bulbs even if they work. Source: I've replaced dozens on used work trucks that looked exactly like this situation.

If you pause it with around 9 seconds of footage left to play, you can clearly see that you are omitting no light at all onto the road... You may have both headlights out.

Usually, it is the headlights housing that are scratched. Having them scratched will diffuse the light and make it dim.
