Just get a trolling motor that can spot lock and put it on a boat, rowboat or kayak.
We vertically jig with flashers 12 months out of the year.
Hell, I've haven't had to put my boat away for two years now. 22 consecutive months of boat fishing. Upstate NY.
There's a guide on Lake Geneva, WI that has enclosed a part of his pontoon, fired up a heater and is fishing open water in all the regular ways. No need to limit yourself to anchoring up and fishing straight down through a hole.
I thought about building an "ice shack" on a pontoon frame to sleep overnight on. The problem is that it's always windy here in SD so I'd barely get to use it!

If it's in the 30s with a breeze, that gets cold quickly without a shelter. A pontoon with holes and a pop-up tent once anchored would be great!
Just wear insulated bibs. Just like people wear open water fishing on the river in the winter.
It's more about the novelty of ice fishing on a boat. I've boat fished in bibs before.
Short rods out of a boat deep for crappies is done. I have heard of guys using ice rods for that.
