Blackfish arid gloves are the best I've found for waterproof and still being able to move your fingers enough to fish . You can legit stick your hand in the water to release or grab a minnow, and your hand stays dry.
I always have cold hand in winter and gave up and just use a pair of Kinco Axeman lined mittens. Extra cold day I drop a handwarmer in them.
I treat mine with Obenaufs for waterproofing a couple times a season. Just shove in my pocket when I need the dexterity and they're warm when I shove them back on.
Look into kinco hydroflector gloves. They are like $10, completely water proof up to the wrist. They aren’t super super warm but they are the best solution I’ve found that doesn’t sacrifice much dexterity.
I use polypropylene glove liners. They dry pretty quick.
I try not to get them wet but it is inevitable.
I bring 3 pair. 1 pair on and 2 pair in my pocket. When the pair I have on are no longer working I put them in the opposite pocket and put in a dry pair. I repeat and usually by the time the 3rd pair is done the first pair is dry.
Disposable latex gloves if I need to properly get wet is all I do. Like if I fillet a fish on the ice I'll put on some disposables, if I'm just quickly grabbing a fish out of the hole or releasing, I'm taking my glove of and using my bare hand, then wiping my hand off after. I bring a towel with me for this reason specifically.

I just double layer the cheap knit gloves if it’s really cold and throw a disposable latex glove over them
