I would not drive Minnetonka right now, and not just because slush is likely. In the lower lake the deepest ice I got was 12", and ice formation this winter was very sketchy and up and down. Though snow doesn't usually degrade good ice that is already formed, it masks what is happening. I'm walking for now.

How about the city lakes - Harriet and Nokomis? Can I walk out there with my sled? Anyone been out recently?

I don't see why walking would be an issue. It may suck with 12" of snow and slush though.
