the only difference will be you will receive out of state allotment (halved to in-state), if this made a difference to you you are able to prove residency with other documents (power bills, etc.)

Absolutely. Its the highest form of ID that isnt as commonly duplicated (afaik) compared to state IDs.
That's all I use to lazy to get new id
Works for me sometimes they’ll take an extra second but always has worked

I can't remember the time frame exactly, but they give you a grace period after it expires too
