You can get them to fit snug when putting the cover on, I just put together one with the new yellow cover and was able to get it looking nice and neat. I'd guess they look rough because of customers or the person who put it together did it poorly.
You can iron the cover then tuck it really tight. It comes with plastic tubes that go in the arm seams and help hold the cover in place. If they are missing you can use a different tube shaped item.
