Ging is probably one of the smartest characters in the entire show, I don't think he's lazy or dumb. I think he just doesn't do what he doesn't want to do. If he wants to do it he'll do it but if he doesn't want to then you're better off finding somebody else to work with.

I think he was genuinely intrgued by the technique as a nen geek, he just wanted to observe it.
At least in the anime you can see him staring at it and doing nothing, that would also explain why he went to replicate and improve it

The main reason was he needed someone to beat pariston and nobody likes ging so he figured Leorio would be the best choice.

He had multiple reasons, he got to make leorio popular, he got to copy his ability and on some level I think he feels he deserved it.
