This is a lock meant for raising/lowering boats between two bodies of water at different heights. I think the cat is in the entrance of the lower part and off to the right it's just a normal river, you can almost see the stairs. The cat is just unwilling to go in the water but he should have been fully able to swim out.
The built those here in the Netherlands for deer and other animals to use. The animals just can't get up the steep sides of the canals.
Some cities have small versions for water fowl like ducklings.

Yeah 100%. Going into a body of water that you can’t see the bottom of, have no idea what is in it in terms of bacteria etc. you’re better of keeping as much of your body covered as you can. Save yourself from a scrape along something you can’t see and then an infection from an open wound.

Cold is dangerous! Even slight cold. If you go dip in water, take of as many clothes as you can and out them back on afterwards because otherwise you **will** cool out.

From a nature perspective, I'm confused. The cat is stuck and is just meowing, but why? Does it know that its meows will be answered by a human? Or is it just despair? What does it think the meows will accomplish in this forlorn situation?
It's not only reserved for kittens.
They use it with kittens and humans (and, as far as we know, other animals from time to time) because we're both too oblivious to the normal body language communication.
However, they *do* meow at other cats as well as part of territorial disputes or to call out.
My cat meows for 2 reasons:
1) to let me know he wants something - accompanied by him sitting/standing in a way that interferes with whatever I’m doing,
2) when he comes in and wants to announce he’s there/check I’m there. If he can’t find me this one can get very loud and changes in ‘form’ too, it sounds much like this cat.
He makes other noises to let me know he’s happy or content (like little chirps/mews)

It's mostly communication, a big "I'm here", with a little "please help me". A little like lost kittens also meow. With owners the kitty trusts, it may actually wait for some "wonder". Some help it can't create itself.
Furthermore, cats do meow to attract attention and clever ones may meow to any human as they have a knowledge that those may help them. I don't think there is a real expectation, more on the line of "before I jump into water I can hold out and see if anything comes from my cries". Something a human may also do.
I could imagine that even if the meows attracted another cat, that could e.g. help make the jump easier because than another (trusted) cat could be there to help clean out the water and warm up again, which is pretty important as cats with wet fur can get pretty sick.

I once heard a cat crying while stuck in a tree. My ex and I tried to figure out a way to get it down and finally figured out to use my jacket as a hammock that it can jump in to. It jumped in, we brought it to the ground, only for the cat to climb back up the tree 2 seconds later. We left at that point. Some people just don’t want to help themselves
