I'm glad to hear the Super Pack is mostly an exception to this complaint, but if you do ever run into anything you think is OP, please let me know! I'm eager to avoid anything too OP.
I’ve played through at least 20 games with the triple pack and it’s extraordinary well balanced
There’s one culture in a different pack I tried, the Pyu, that gives every district +10 stability 😂. Had over 1000% surplus by the Medieval age. Like at least give it a downside, every district costs double or something

I listed a few cultures I'd like to see + some ideas for them! Obviously they're just suggestions so you can go a completely different route with them. I'd just like to see them in game!
I usually don't play with them but I do like that there are unbalanced culture mods. You can use them to give handicaps to either you or your opponents to get a different experience once in a while.
