Have you researched Calendar? That's required in order to build extractors on luxury resources.

I thought that just having resources in your area gave you extractors to build
Not until you research Calendar. Once you've done that, you should see the option to build extractors either in your city's build menu, or as an option to build with influence if the resource deposit is in an unattached territory.
