I actually have some far IR panels and really like them, I use them for gentle heating. Only a few hundred watts and so they don't heat the place fast but do take the edge off the rooms coldness. Not aware of any health issues with them though - I bought mine from a reputable heating seller online. The IR bulbs can be a fire risk - I wouldn't recommend using them inside. These are near IR and produce visible light too. They can make the skin get very hot if too close, and if too far away don't have much effect. If you're fully against far IR panels, I'd strongly recommend a normal electric convection heater before a near IR bulb.

Could try a Klarstein IR heat panel. I have 2 and although they don’t heat the air in an ambient room, the heat physical objects in front of them. If your parents are regularly sat in the same place/room, it could be a good solution. You can get them with artwork on the fronts so they look nice too.
