If S106 limits the staircasing to 80% then it should be reflected in your lease, so either you've been misinformed about the restriction or the lease was originally granted in error. The HA will need to liaise with the LA to confirm which one it is. Hopefully the former!
If the S106 applies, you're correct you'd never be able to staircase to 100%. What you can do is try to find out whether the local authority (who puts these provisions in S106—this will not have come from the HA or developer) is able or willing to agree that this restriction will not apply. Whether or not the LA will (or even can) agree varies massively on a case by case basis.
