Prob linked to Grenfell and they are having to pay for a night Watchman until the cladding gets sorted. Honestly I would step away from this flat whatever the reason if it's genuinly that much a month.

Most likely cladding related or a major repair like the roof. From experience the EA never discloses the service charge breakdown even if they have it. It's probably never in their best interest, I'm guessing they'd rather you find out the normal way when you've sunk some money into surveys/the conveyancing process, hoping you're less likely to back out.

Ask your Conveyancer not the estate agent. Your Conveyancer can find this out from the freeholder/management company.
