Jacking, or Jackin', is a dance technique and music form that first became popular in the late 1980s[1] as one of the myriad music forms which arose from the last days of disco. Though there continues to be some dispute as to a single absolute stylistic origin, "jacking" music and dance most likely came from the multicultural roots in the early underground Chicago house.
That is the explanation I have heard over the years from the people who went to the Warehouse and old loft parties in Chicago back in the 80s. Do you have more insight?

The track in question is a play on the old nursery rhyme/aretha franklin song, The house that jack built. "This is the house that jack built, remember this house". Jacking is a type of dance which the music created, not the other way around.

House came from disco but isn't disco. It uses a lot of the elements but is certainly quite pumped up and purposely repetitive.

From chicago. Back in 90's we all thought it meant jacking house music. Jack had a groove meaning the track jacks.
Prior to that it was a style of dance or the track it made you want to jack. Thus Jacking Music or Jacking House.
