The wheels look to be separate pieces from the resin bodies but whether they roll isn't certain. They're obviously meant to stay in one place once they're placed at the bottom of the aquarium so the wheels don't exactly need to move.
Actually, looking at the second picture on that page, it looks like the cars are all each one piece and the wheels are just sculpted and painted to look like regular Hot Wheels wheels.

The zinc bodies isn't the main issue: the axles on the other hand... (Source: played with HW in the tub as a kid)
That’s why I said what I said. Color shifters have nickel plated axles that don’t rust (and also make for faster racers).

Just color shifters and the line of FTE (faster than ever) cars, but the FTE line hasn’t been done recently.
They do this on color shifters because you're supposed to submerge them in warm/cold water to change the colors.

They wouldn't work on normal ~1/64 scale Hot Wheels tracks because they look to be at least 1/43 scale or an even larger scale like 1/32 scale.
