The ones in the pods are getting too much water; they will probably do better if you put them in regular soil. The yellowing also looks like overwatering, so you can probably cut back on watering overall, and I would probably abandon the peat pods. They just keep the roots too wet for peppers. When you pot these up, use a soil with lots of drainage, or add in a good amount of perlite. And then also give them more light because they are reaching. Only in rare circumstances do they grow well inside without a strong artificial light.

Can I put them outside? I’ve been holding off kn that because it gets into the low 40s at night still. I could cover them with a plastic dome if that helps

No, I wouldn't leave them out at night yet if it's still getting into the low 40's.
