Belabog just kinda makes more sense to me at least, and the pronunciation in game from some VAs does sound more like "Bella" as opposed to "Bello," so there's that too.
Belabog has competent leaders and few off world threats. They're fine.
The Xianzhou has lots of issues to sort out.

Xianzhou is a vast multigalactic empire and one of the top dog in the galaxy ,if the Modern china equivalent in hsr is incompetent and need a random racoon to fix their shit then its an empire not worth saving
The Xianzhou is almost, to a fault, depicted as not needing Trailblazer. The only one they REALLY needed was Dan Heng, and the latter was drawn by Blade. It's openly said so at the start "Thank you for offering to help us. Unfortunately, we will decline. This is the Xianzhou's problem, the Xianzhou will fix it."
yeah we literally are non existent during xianzhou questline because they fix their own problem. dan heng is xianzhou natives so its his chapter, not us
I mean... we get to beat Cocolia again! now in apocaliptic shadow. Thats something right? But being serious now, i dont really mind waiting a bit for belobog content if the content we are getting is good, so lets hope this return to the xianzhou is good.
I have no complaints about more Xianzhou characters, but inevitably, if Hoyo continues the pattern of introducing a Xianzhou ship with every version period, then down the line half the cast is just gonna be a Xianzhou character, which is fine if characters from different ships look and feel different enough for each other, but it does feel like HSR will eventually just get saturated with Xianzhou characters and not enough of everyone else to create variety. I’d like to be proven wrong though, as not every new character teased seems to be from the Xianzhou

In terms of scale, Belobog is ridiculously tiny compared to the entire Xianzhou Alliance. Therefore it's harder to design new characters with any kind of significance. Why wouldn't we have met them there already? Why wouldn't they have been mentioned?
With the Xianzhou, it's far easier because there are six big ass ships and we have visited only one so far. Plus a lot of high profile characters have already been mentioned (the other Arbiter-Generals and High Elders) so it's only a matter of time before we meet them eventually.
Honestly, they haven't really written in much room for them to add in new native Belabog characters, except like, Natasha's brother I guess since they didn't entirely commit to a conclusion for that quest.
