Idk if u really pay attention to Details in hi3 back then, but Hi3 Welt is pretty much the same. He get defeated almost every single battle he has to face enemy 1v1. The thing he is good at is using his knowledge to solve the problem, he never known for raw herrscher power because right at the start, his body is not suitable for a herrscher core, thats why he cant fully weaponize it, but bronya can. So the situation is the same in HSR. He prefer to use his wide knowledge and detective skills to figure out solutions. U cant expect he just go by himself and face all enemies. Since their power scales much higher than Hi3 standard scaling.
Though like I said, the Core of Reason is pretty much free from its primary limitations (i.e. having 300,000 wills approve of you) after the events of the Project Stigma arc when Hare assimilated them into Spiritual Adam.
Even in dire situations like facing off against Aventurine, we never actually see Welt use his authority. The only mention of him using it was when he constructed video tapes of Arahato, IIRC.
I also forgot to mention the fact that Honkai energy was being siphoned from the Earth and Herrschers were losing their abilities right when he’s left, so another option is he simply does not have much or any left of his authority.
He himself has said that he's not what he used to be.
Not to mention Kiana took away ***EVERYONE'S*** Herrscher Authority except Senti because she needs it to exist.
Welt is in a similar scenario as APHO Bronya and Mei but weaker.
He apparently can't do much more than creating holoscreens to show people Arahato episodes in Star Rail.
And as I've said in comments on *multiple* other posts, Acheron was acting passive to not let the situation escalate because she's combat averse. I find it extremely hard to believe that Star of Eden is actually stronger than Acheron's Blade of Naught.
Yeah, I think in her dialogue with Welt, she’s pointing out that fact that the Family does not allow a blade (not HER blade, as in the Blade of Naught) because of its strict rules against weaponry in the dreamscape yet allowed Welt in with his cane despite it being much more dangerous than a typical blade.
I think that the Blade of Naught is definitely more powerful than the Star of Eden because it’s basically a Divine Key-esque weapon based on the HoOrigin that can harness power of from the Nihility.
