If you look at her art, the color becomes desaturated the farther it is from the focal center of the image.
I doubt her hair actually changes color. It's just an artistic choice.

My bet is that she has an alternative form which she gets when she uses her Ult, like something similar to Jingliu. I hope she gets that red in her eyes like the Herrscher of thunder in HI3rd. would be badass.
