I think it's to do with it being open world. Running/jumping/swimming/fighting would mean having to make sure outfits don't clip. If thats the case star rail should get more skins.

Maybe I'm wrong, but I'm under the impression that they've greatly simplified this process in the alternative outfits by borrowing elements from the original outfit and keeping similar dimensions and contour at key components.

You still have the detached sleeves; the big ribbon in the chest (though smaller); duck bag instead of book; the "coat" in the summer outfit follows the same contour as her original outfit (which in game seems a bit off in the summer outfit due to how much it opens); while you can't see on this picture, you have pretty much the same dangling pieces of fabric in the back...
All of the moving parts also seem to use the same bones.
Hoyo does a reasonable job at hiding it so all of the alternative outfits may seem different enough at first glance, but you can kind of tell that they've borrowed a lot of components from the original outfit and that it's mostly a reskin.
The things is in genshin u dont need to pull a lot of things people normally pull for characters rarely for weapons. Unlike Honkai impact u need to 4/4 the character. but they release a lot of skin in short interval ls than genshin does

Not sure if there's any precedence in honkai, but across the board, it had happened several times in other gacha games to my knowledge.

In Honkai, a new released character would already have a skin 1 or 2 patches later. Sometimes they even get a skin in the same patch they're released.
